"Construction of Chloride process Titanium Dioxide Surface Treatment Key Laboratory in Liaoning Province" were selected into the "Science and Technology Innovation Base Construction" special project; Jinzhou Sunshine Energy Co., Ltd. has been selected as a special project for the transfer and transformation of scientific and technological achievements in the development and application of photovoltaic curtain walls suitable for low energy consumption buildings and near zero energy consumption buildings; Jinzhou Liaojing Electronic Technology Co., Ltd. has been selected for the "Regional Innovation System Construction" special project for "Research on Localization of High Reliable IGBT Power Modules Based on 1200V/200A", "Innovation and Application of High Soluble Molybdenum Oxide Technology" by Liaoning Xintai Molybdenum Industry Co., Ltd., and "Processing of Various Special Raw Material Vegetable Oils and High Quality Protein Health Products" by Liaoning Qiaopai Biotechnology Co., Ltd.

The central government's special funds for guiding local scientific and technological development refer to the funds arranged by the central government through special transfer payments, mainly used to support local governments in improving local scientific research infrastructure, optimizing the scientific and technological innovation environment, supporting grassroots scientific and technological work, promoting the transformation of scientific and technological achievements, and enhancing regional scientific and technological innovation capabilities. The main support scope of special funds includes local scientific research infrastructure and capacity building, local professional and technological innovation platforms, local scientific and technological innovation and entrepreneurship service institutions, and local scientific and technological innovation project demonstrations.
